Why do electronic products need to be magnetically inspected before they are shipped by air? 新版本 ISO 9001：2015 品質管理系統
全名為 ISO 9001：2015 品質管理系統 ( ISO 9001:2015 Quality management systems)。由國際標準組織（International Organization for Standardization）所制定。現行版本是2015年發佈的版本，前一個版本是 2008年版。 依據 ISO 9000 Quality management family 官方定義，ISO 9001 事實上是隸屬於 ISO 9000 品質管理家族（ISO 9000 Quality management family）其中的1項標準，ISO 9000 品質管理家族全部的標準如下：

ISO 9004:2009 - 提供具體、有效率實務作法參考（focuses on how to make a quality management system more efficient and effective）。舉例，關於供應商管理該怎麼做？ISO 9004:2009 提供了明確的執行方向，以供企業依循。
ISO 19011:2011 - 設定了外部稽核與內部稽核的驗證指南（sets out guidance on internal and external audits of quality management systems）。當貴司申請第三方驗證機構，前往貴司驗廠，驗證機構必須遵循ISO 19011:2011，執行文審與實地審核，並且開立驗證通過證書。

IEC 62368-1 Ed 2.0 視聽、資訊及通訊類安全新驗證法規已於2014年2月公布
有鑑於影音產品與資訊技術設備的界線不明，國際電工委員會於2010年1月已正式公佈新的安全標準 IEC 62368-1 Ed 1.0 版，涵蓋目前現行資訊類 IEC 60950-1 及影音類 IEC 60065 標準下的所有產品範圍。 經過三年的整合期，最新的IEC 62368-1 Ed 2.0版也於2014年2月正式公佈，藉以修訂Ed 1.0版不足所產生的問題。
依照IEC TC108技術委員會的建議，新標準IEC 62368-1預計將與資訊類IEC 60950-1及影音類IEC 60065標準並行約5年的時間，廠商可藉由新舊標準共存的過渡期獲得緩衝，而IEC 62368-1乃是未來取代現行IEC 60950-1& IEC 60065標準的新法規，在產品安全設計思維、材料要求、元件與結構均與現行IEC 60950-1& IEC 60065法規有顯著的差異。 為了避免此新法規在導入時所遭遇到適應上的困難，而造成產品上市延宕，以及為了領先同業對手取得商機，因此建議國內業者應提早瞭解IEC 62368-1的要求，更重要的是分辨新法規與現行法規的差異，以利在研發端以及生產端及早做出調整與因應方案。
IEC 62368-1的發展主要是依據「防制危害安全工程」(Hazard-Based Safety Engineering，HBSE) 概念來制定，並非舊有標準的整合，而是減少獨立技術性與結構性要求，更明確地定義出許多性能上的基礎安全考量。 IEC 62368-1的目標是讓工程人員有更廣泛的產品及運用範疇，不必再因為等待既有產品標準納入新的技術與結構，而舉棋不定，無法有效判定；並把不同國家與地域在安全要求上的分歧減至最低。

Upgrade EN 60065 certification for Audio/Video products mandatory from October 1, 2013
The Commission of the European Union (EU) recently published an updated list of standards concerning compliance with the essential requirements of its Directive 2001/95/EC on general product safety and 2006/95/EC Low Voltage Directive (LVD). Of particular interest to all audio and video equipment manufacturers is the updated harmonized standard, EN 60065:2002 + A1:2006 + A11:2008 + A2:2010 + A12:2011. Manufacturers of audio/video products for the EU market should note that effective from October 1, 2013, the updated harmonized standard will replace the existing standard – EN 60065:2002/A1:2006 + A11:2008 + A12:2011. In the updated standard, A2:2010 is newly added.Amendment A2:2010 is an amendment to the base EN 60065:2002 Standard which is harmonized with IEC 60065:2001 Standard. This amendment also includes:• enhancements to some test specifications, i.e. probe specifications for the withdrawal of the Mains test and specifications for video input signal for television receivers, • clarification of printed wiring board minimum flammability classification as a result of fault conditions, and • a number of editorial changes.Amendment A11:2008 adds new requirements for resistance to candle flame ignition for television sets which became effective on July 1, 2010.Amendment A12:2011 adds requirements for protection from excessive sound pressure for portable music players, effective on January 1, 2013.Manufacturers should update their certifications or type approval documentation associated with IEC 60065:2001/A1:2005/A2:2010; EN 60065:2002/A1:2006 + A11:2008 + A2:2010 + A12:2011, before the mandatory requirements become effective on October 1, 2013. In 2012, a total of 2,278 measures against dangerous non-food products, were taken by Member States and reported in the EU Rapid Information system (RAPEX).
This indicates a 26% rise in alerts when compared to 2011 figures, an increase that could be attributed to the improved enforcement work carried out by the authorities in EU countries.
Which products are posing risks?
In 2012, clothing, textiles and fashion items (34%), followed by toys (19%), were the main product categories for which corrective measures had to be taken. Among the most frequently notified risks caused by these products were chemical risks, risk of strangulation and risk of injury.
Risks of injuries and strangulation are often identified in children's clothing with drawstrings and cords, e.g. in swimwear. Other examples of products - banned in the EU in 2012 – include a skin lightening product which contained hydroquinone (its use is prohibited in cosmetics and personal hygiene products) and a plastic doll containing 38.5% by weight of di(2-ethylhexyl) phthalate (DEHP) posing a chemical risk. Businesses should ensure that these well-known risks are taken into account before production.
Where are they coming from?
China still represents the number one country of origin in the alert system. Last year, 58% of the total number of notifications on products presenting a serious risk, were related to products coming from China.
To improve this situation, the EU is working bilaterally with China on the exchange of information between the authorities and communication activities. The EU and China will soon release a series of videos targeting Chinese manufacturers and European importers, providing product safety information.

RAPEX is the EU rapid alert system between Member States and the Commission on non-food products. Its role is to disseminate information quickly on potentially dangerous consumer products. This allows for earlier identification and earlier removal from EU markets of products that could pose a risk to consumers, such as children's clothing, textiles and electrical appliances which do not meet safety standards.

近年來隨著消費者重視使用安全及環保概念，紡織品可能使用影響生態環保之化學物質備受關注，尤其在染整及後處理加工過程是否使用「壬基酚聚氧乙烯醚」(NPEO)和「辛基酚聚氧乙烯醚」(OPEO)等「烷基酚聚氧乙烯醚」(APEO)類化學品，此類化學品一旦排放到環境中會分解為「壬基酚」(NP)，NP是一種環境賀爾蒙，會干擾生物的内分泌，影響生殖系统。此外含有「甲醛」的紡織品在穿着過程中亦有可能釋放出「游離甲醛」刺激皮膚造成傷害。經濟部標準檢驗局為保護消費大眾的健康，制定公布CNS 15579「紡織品－表面活性劑測定－烷基酚聚氧乙烯醚」等3種國家標準供檢測依循，以強化紡織品之安全。 CNS 15579規定紡織品中NPEO及OPEO的檢測方法，CNS 15580-1及CNS 15580-2則可測定紡織品中游離甲醛、水解甲醛之甲醛總含量，及儲存條件下釋出之甲醛量。紡織品中游離甲醛限量值依CNS 14940「紡織製品中游離甲醛之限量」規定，分別為嬰幼兒用紡織品20 ppm以下、與皮膚直接接觸者75 ppm以下、與皮膚非直接接觸及室內裝飾用者300 ppm以下；另依歐盟REACH法規規定NP、NPEO各不得超過0.1%，國家標準參考歐盟規定刻正辦理徵求意見中，以確保消費者安全。 標準檢驗局呼籲各生產廠商於產製過程中，應考量消費者產品使用之安全性，嚴格控管品質，另建議消費者購買時應先聞一聞有無刺鼻味，並經洗滌後再穿著，以保護自身安全。相關標準資訊（料）已置放於該局「國家標準(CNS)網路服務系統」(網址為http://www.cnsonline.com.tw)，歡迎各界上網查詢。 標準檢驗局發言人：莊副局長素琴 辦公室電話：02-23431709 行動電話：0934-022921 承辦單位：第一組組長陳秀女 辦公室電話：02-33435100 行動電話：0975-068737 電子信箱：http://www.bsmi.gov.tw/wSite/sp?xdUrl=/wSite/petition/MailMessage.jsp&ctNode=2946&mp=1 新聞聯絡人:陳毓瑛 電話:02-23431758

電氣商品檢測技術一致性研討會開會時間：99年2月 6 日開會地點：電氣科技檢驗大樓簡報室主持人：楊科長紹經出席人員：詳如簽名單記錄聯絡人及電話：陳啟銘（02-86488058分機253）宣告事項：第三組：有關應施檢驗品目「電源線組」之電線未取得驗證（即電線本身非屬應施檢驗範圍），而該電源線組依CNS 10917 申請型式試驗報告時，因該電線非屬第3.3.1節所列電線國家標準之規格，得由廠商檢附該電線其他試驗報告或驗證相關資料，並逕由檢驗單位審核，且通過審核之電線資料應作為「電源線組」試驗報告之內容。惟其他規定如額定電壓、額定電流仍須符合相關要求。因上述為檢驗技術問題，無須至第三組辦理專案，逕由受理試驗單位依檢驗流程辦理。並請於會議討論該類電線（如無鹵電線、屏蔽電線）於資料審核要求之內容為何，以求各型式試驗報告審核單位之一致性。
